That, my friend is the conundrum.
As a TD, I try to give those offending but oh-so easily tilted players fair warning that their behavior is not only egregious but also easily exploitable against them. Two such players come to mind; one who just deployed to the middle east and one who, sadly for the loss of easy chips, will never play with the APC again. I tried, on multiple occasions to explain to both of them that any good player can see how easily they can be manipulated into playing recklessly and will intentionally play lesser hands against them in hopes of putting a bad beat of some sort on them; myself included. If I'm at a table with one of these D-bags, I'm in every single pot that they're in. The worse my holdings, the better.
